How can I get wall or surfaces to appear as wireframe?

I want to overlay demo item over new construction plan as soft grey lines. I set the demo layer

to have no visibility of fill patterns.   The demo item still seem to show as solid white filled and block thing below them

Any ideas why?

How about Override Graphics in View: by Element?  Transparency.

This does work,  however it makes both demo and new transparent.  Maybe its the only way.

Element override is affecting two different elements simultaneously? Or are you saying Element Override Transparency in only needed in one Phase Filter and not another?  If the latter, Element Overrides are View Overrides. Can't you create different Views with different Phase Filters and Graphic Representations?
