Generic model Component with annotations nested is having other annotations appear above it in layers, even though it is Opaque.

We have an exit sign model component with a nested annotation family with in it to have different parameters and exit sign annotation symbol appear in plan that need it, but the filled region lines, not the actual fill pattern are appearing above it visibly, does anyone know what could cause this, this isn't a simple "send to back" fix it seems to be specifically lines of other annotations appearing over it and not the entire annotation appearing above it.

Hard to visualize from this info.

 

Lines of a filled pattern or over a Generic annotation symbol (which is inside a Generic model family). Where is this filled region, also in the Generic model family or in project itself?
