is there a way to add generic annotations to a view similar to keynotes where you select the start of the leader and then place the generic annotation symbol?  or is it just add the GAnno and copy it and adjust the leaders as needed?

What about using symbols? You can attach leader that way.

Not following. What's the Generic Annotation doing? Is it just text notes?  Or, is it pulling information from something?  Or, is it just a symbol?

No.  keynotes or Tags are pointing to specific host so that you can start form the leader.  A symbol doesn't point to anything so you have to place it first then add/adjust the leader.
