Generic annotation empty parameter Issue

Test family 01 & Test family 02 has generic annotation family one placing in 2016 Revit with empty parameter there is a question mark (?) visible

Tested in different Revit versions (2016 & 2017). Revit 2017 has no question mark (?).

2 families are attached. please find me a solution. Thanks

Here's what I would do - I would give the offending label a yes/no visibility parameter so that the question mark does not show. when the parameter is blank

May I know, why it's (?) not visible in 2017 Revit?

Actually, when I inserted the family in 2017 the ? was visible. Ghost in the machine, perchance?

You sure this isn't a VG issue? Check your view's settings.

I looked at the family "2"; the one with the circle. If you delete the circle in the annotation, the question mark shows up in the project. 

Have you considered using tags in the project to do this?

checked all settings in both versions of Revit. couldn't Find any settings difference  

not using any Tags.
