We are trying to use the standard Stair by Sketch tool to accomplish the attached stair design, but havn't found the solution yet. Anyone who have done a similar design with the Stair tool? The end of this might be to use Model In-Place.

I would model it in place right off the bat.  If you want the railing to follow, model place holder stair(s) to host them, then hide the stairs.
