Flat Top Rail and Sloped Bottom Rail

I have created a Railing with a top default handrail and a new bottom rail structure under the "rail structure Non Continuous" property. The railing is on a stair and I want the top railing to be flat, which it is, and the bottom structure sloped to the host stair. How can I slope the bottom but not the rest of the railing?

Railings are going to follow their host, sloping or not... So, without a sketch to consider, maybe a Curtain Wall with a edited profile might provide what you need if the curtain grid is defined for your balusters and empty panels are used for the panel?
