creating baluster panel with 45 degree bars

i am trying to create a baluster panel with 45 degree bars as seen in the elevation screen shot. when i create the bars as a extrusion and place the baluster panel family in the railing yet a couple of the bars are not parallel or not at a 45 degree angle as the others. as shown in the other screen shot

i am also adding the railing family so you can get a better understanding of my issue
