Filled region in titleblock logo reorders when loaded into a project.

Please help me understand what is going on here. Our logo appears correct when drawn in the title block. However, when the title block is loaded into the project, the logo reorders itself. Please see images attached.

Yeah, it never works right.  Best thing to do is create it without overlapping items.

Just create the grey one as a V.

why not just change the order of creation?
