I'm not sure where you are struggling. There's no stairs in this Project. I did this one in the screenshot using your Project's Assembled Stair Type and they look fine and dandy. Riser count needs to be 23 (not 19) to make it to your Level 2 though.

Thank you , the Revit file was saved in a later version of revit and I couldn't open it can you resend it for me please ?

I have mentioned that my stairs will be from - 3.45 m to 0.00 m and not from level 1 to level 2

Okay, whatever. But, for the record, you made no mention of that fact. But that's beside the point anyways. I don't understand where you are struggling, and your Project doesn't contain even an attempt at making a stair, as far as I can see. So, what is there to troubleshoot here?

The stairs can't even be made due to this error. That's why there where no stairs in the previous revit I have sent. I have tried an other time by using stairs sketch and it's the same

Sorry I already said I don't have 2018.
I simply created a stair by sketch, picked the CAD linework and BOOM, a stair emerged.

Screw the stringers right now. This is a winder that exactly matches your underlay. I have no idea how you arrive at 3.45 meters and 17 risers using your Project Rules (e.g. Max. Riser Height = 0.18). Additionally, your Stair Type Properties aren't working (e.g. Nosing, Slanted Riser, etc.). AND, Closed Supports don't work on both sides - obviously. So, the reason you are failing is because of GIGO. Garbage In; Garbage Out.
