Elevation tag won't insert on level 1, but inserts on level 2 instead

Ok, this may be a "newbie" question, but I'm baffled.  I only have one level to my drawing (level 2 is there, but empty) and I am trying to insert the interior elevation tag on level 1, but it inserts on level 2 instead.  It won't work on level 1. I get the following warning:

 

"None of the created elements are visible in Floor Plan: Level 1 View. You may want to check the active view, its Parameters, and Visibility settings, as well as any Plan Regions and their settings." 

 

I DID check Visibility settings, and every box is checked. This is a VERY basic plan for an ADA toilet room at 1/4" scale, and I have no idea what I'm supposed to be checking for!  This seems like it should be a really simple fix, but I'm baffled.

There could be a thousand reasons "it's" not showing, but it usually boils down to 33.  Keep this cheat sheet handy to reference:

Visibility/Graphics > Annotation Categories > Elevations checked?

What discipline is the floor plan view assigned to?

Same for the elevation view?

Elevation view parameter "Hide at scales coarser than" - what is it set to? Is the floor plan view set to a "coarser" scale than that?

Is this project using your office template or a stock Revit template?
