Efficiently Creating Plan Notes

Hi all,

I'm looking for a better way to handle creating plan notes.

Right now the way I create my notes is pretty archaic:
I place a text annotation on our plan views (that says, let's say "NOTE 3") and then I place another text block in our legend view that says for example "3. SEE MEP FOR OPENINGS."
The problem with that method is that it's fully manual, and if the same note is on several plans it's hard to update and keep consistent.

So I am now looking for a better way to do that.
I looked into two ways: keynotes and scheduled symbols

I really liked keynotes as it allowed easily using the same notes on every plans, easily updating them and overall be consistent.
The major drawback is that keynotes are treated as tags, meaning it needs to be attached to an element and it cannot just live on its own which is a problem for me. I sometimes have notes pointing to detail lines or detail items.

Symbols do not have that limitation and can be place anywhere, however I am having trouble getting it to automatically associate note numbers and note texts.
My Note symbol has 3 variables: Note Number, Sheet Number and Note Text. That allows me to create one schedule per Sheet Number and then display the Note Numbers and Note Texts in each schedule.
The problem is that I cannot get the Note Text to auto-populate when The Note Number is entered. I would like NOTE 3 to be the same throughout the entire project without having to manually fill that field every time I add a new NOTE 3 on a plan.

So my question is this:
Is there a way to get keynotes to behave like symbols instead of tags so that I can place them freely on plans without having to actually tag an element?
Or is there a way to get a symbol to have keynotes property?

How do you guys create your notes and legends?

Keynotes can attach to Detail Components.  You can even attach different User Keynotes to a single Detail Component.

Create different symbol types.  Each type has its own number and description.  The drawback is you will have many types.

I have tried the Annotation Noteblock but didn't like it.  I like being able to manage a centralized keynote database via Excel so most of my projects use Keynote Legend.
