I'm zoomed in to a detail but when I tab over a line to select it, it show up a a few millimetres either side.

this cause problems when I dimension up.

 

Ive check that the graphics card is up to date, network is all fine. Im all out of ideas, can some please help.

Is it linework from CAD Import?

...sounds like an Import Bounding Box is highlighting on you.

Is this what you are seeing?

Both these CAD Import in a Drafting View are exactly the same (e.g. they both look like the Right one normally), but this is what happens when to the Right one when I hover my mouse cursor over it.

Edit: LEFT is normal. Right is not.

When I select a line or try to dimension, it does not show up where the original line was.

 

I've made sure that everything is parallel, there is nothing else behind, in front or hidden that i am selecting.

TAB Select to cycle selection to the Line Element.

Also, Symbolic/Model Lines as well as Reference Planes have Selection Priorities. Open the Family and inspect their "Is Reference" and "Reference" Settings under their Instance Properties.

Also, you could have a Selection Restrictor in place.  That is, maybe the Line is PINNED and you have "Select Pinned Objects" turned OFF.  Check the status of the checkbox.

From your screenshot, it appears you are selecting an invisible "Is Origin" and "Is Refernce" Ref. Plane that is in the Family, and that the Line is positioned to the left of that Ref. Plane in the Family. Edit/Open the Family to verify.
