Double Tower Project and How to Set Up Levels

We are working in an architectural firm that focuses on multi residential projects ranging from 8 stories to 30 stories.

We are currently embarking on a two tower building atop a 5 story podium.  We have been going back and forth on how to structure the linked files for this project.

We currently have

1. Structure

2. Envelope

3. Interior Tower 1

4. Interior Tower 2

5. Interior podium

But the confusion comes with the levels needed for the project.  We currently have each tower on its own set of levels just in case one of the tower changes and the levels between towers are no longer the same.

When we model elements in tower 2, they auto link to levels in tower 1.

Does anyone have any insight on how to properly set this up?  We will most likely move to single level system for both towers, and if down the road things update between towers, we will break out a tower by itself and model it as a separate building and then link it back in.

If anything keeping the names simple and consistent is the key here I think. Maybe "T1 - Second Floor" , "T2 - Third Floor" for names. Having both in the same file sure would be nice, but everyone would need to follow this naming standard.
For your first time, maybe having each tower in its own file is the best? I would still name the levels per which tower they are on outside change they no longer align.

Are the two towers connected in any way? If not, then I'd be inclined to treat each tower as separate projects and models, sharing content between them as well as any interior design units/groups that might be used in both buildings.

A single model with separate levels for both towers in one model can become a thorny problem if users are not careful to associate everything they do with the correct levels. Unless someone is watching over that aspect of the model closely, later you'll find out when the floor to floor relationships change, IF they change and such projects are know to try to squeeze floor to floor heights tighter and tighter unfortunately.

with Emphasizing on @SteveKStafford  words , the best way is separate modeling ,with connection bridge or without that.
your map and details and scaal become so better and orderliness.
use the groups and attached details groups also can improve your work.
