Detail Items and Model Text

I'm trying to create a couple of detail items to facilitate my interior elevations, without having to build them three dimensionally as fully modelled items.  In particular, I'm working on standard restroom and facility door signage.  These items have fixed size Arial Text, but could all say different things.

What would be the most awesome is that I could put a piece of text in that is a specific height, and then use a parameter to determine what it reads.  For example if Women or Men, or Unisex, or Office, Copy, Storage, etc.  Room numbers would be another thing that I'd love to add to it.

The problem, whether it be a label, or just annotate text, it is tied to the graphical scale presentation of the drawing, not a fixed size like 5/8" or 1", etc.  Second, if I don't see a way to tie the text written in the annotation, short of a label, which doesn't exist in the detail item family.

I even have a cool true type font for braille that could auto adjust.  I know it is overkill, but I kind of was looking forward to a make it once, and have it become a decent standard that I could base my modelling around.

So what would be the hive mind's thoughts on how to best achieve this?

Just draw everything 1:1 and let the view scaling do the rest of the work.

doesn't seem to work.  Second I put it in a 1/2" scale interior elevation view the text goes to that scale, regardless of the scale settings of the detail item.  It would be nice if there was just a button you could select that defined whether the font scaled by view scale or just was the size you stated.  Doesn't solve my labelling problem completely, but at very least it would make it to were you could freely add vector fonts to a drawing in a truly graphical way.  I've done several graphics programs for clients were words on walls were a big deal.  Our CAD drawings never truly showed the extent of the graphics package, instead we used Adobe Illustrator to prepare those files, and in effect had a completely separate graphics package set of documents produced in Illustrator.  Not saying I'd want Revit to get to the point of doing what you can in that software, it would probably do a poor job of being a Illustrator replacement for that purpose.  But it would be nice to allow for some more accurate linework in the document to illustrate the point.  The way we did it in the CAD drawings is the legible text in those graphics packages was exported for linework in the CAD drawings.  It worked to anchor the two documents together and provide references for the contractor's to properly bring the two together.

You need to create different text styles for different text heights for the view scales that you use.

For example, for 1" text height in 3" = 1' - 0" view scale, you need a 1/4" height text style.
