Above you see two views, V1 and V2. They both contain the same group, the only difference is one has an additional island next to it... Both views also have the same view template applied. There is no linework tool overrides. Yet, for some odd reason, the upper cabinet casework dashed line masks the counters solid line in V1 view but not V2... I can make the counter solid line appear by making the upper cabinets not directly of top of it... I have had this happen to me once before with another family, but at the time ignored it by doing the offset trick. Now that it happened again, I am curious if any one knows what the issue is? (Tried printing using various PDF printers - same issue, problem seems to be Revit or my workflow)

I just want to add this incase it rings a bell to someone. The image in my original post here is a PDF snippet. What is interesting that in Revit these views on sheets show up the way they are supposed to. Here is a snippet of my Revit sheet

Sorry for the extremly late response, @barthbradley - I got caught up in life and missed this. I have only printed to PDF, so I'm not sure what would happen with other options. I tried various PDF drivers too, all with the same result. This issue drove me crazy for months, but I finally figured it out. I believe this is a glitch that I can recreate every single time in Revit (2023 version).
This issue occurs when I use the 'Show Hidden Lines' button in the View tab. When I set it to show hidden lines of any one individual item through the counter casework family, it masks the counter family's solid highlighted line wherever it overlaps any other casework families that have a dashed line in that spot. For example, in the snippet I pasted, the 'Show Hidden Lines' was enabled by mistake, and not even on any element under the counter. Before knowing what caused this, I did a quick fix by offsetting casework above with dashed lines by 1/32". But now, in the very few instances this can be observed (like in the screenshot, where there is no wall on the highlighted line), I successfully used the Lineweight tool instead of the 'Show Hidden Lines' tool, and it works great.
