Cut Plane of Site

I have a floor plan that is cutting through the site model because there is a rise the in the grade adjacent to the building.  I have tried creating a plan region with an elevated cut plane to represent the topography without a cut.  For some reason Revit does not seem to want to change where the site is cut.  Any idea what is going on here?

Topography doesn't respect Plan Regions. 

 

You could set the View Range to above the topo and create a Plan Region with normal Cut Plane and View Range to reveal the building - you may run to issues with other elements acting weird to Plan Region such as Stair and Railing and whatnots so I do not recommend this. 

 

I would turn off the topo for that view and overlay a transparent topo view on the same sheet.
