custom interior elevation tag

I am making a custom elevation tag for interior elevations, and I'm finding that Revit switches the drawing # and sheet # depending on the orientation of the tag.  See attached images.  I've played with the "Keep Readable" and "Fixed Rotation" check boxes for the labels in the tag family, but it doesn't fix the problem.  I want the tag to read like this: 1/A201, regardless of which way the arrow is oriented.  Any idea how to fix it?
