curved beam modelling

I was just researching why curved beam keeping slight distance from the required path ?

for example, i need to draw curved beam through blue line which is over the curved beam in the image, but once I pick on the blue line the arc forms slightly away from the blue line .any way to control this ?

It looks like the framing has an offset value, for Y Offset Value as an example.
