Creating a Local Copy of a Revit Central Model

I, Member1RayG (myself), have created a Central Model  and saved to a folder on a WIN 7 LAN location. When a member of my project team (Oliver Mcgowan)navigates to that model, the browser recognizes that the project file is a central model; there are Detach from Central and Create New Local boxes. Why is Create New Local greyed out. The attached Word file has a screen shot of this event.

This file is a local copy and not a central model. 

to save the file as central, you should click options and select Make this file as central after save.

It's not clear to me where would be your original central model.

I have resolved this problem now; by making sure that the Central model has
a filename that has been saved initially along a valid LAN Network path.
Subsequently when a new Autodesk Desktop App user accesses the Central Model
Create New Local is an available function.
