Create a Template file from A360 Project

I can't create a template file .rte from a Revit project stored in A360.   I have tried to

1. save it to local. 
2. Close and re-open the saved to local source .rvt
3. relinquish all ownership in closing
4. open with "detach from central" of the local file.  Saved to new name (revit appends "detached_" to the file name automatically,, btw)
5. deleted / unloaded everything in "manage links"

"Save as template" is still grayed out, can't be done.    What am I missing?

Save the cloud model to your computer somewhere and close it.  Open a detached version and save it as a template.

A workshared file cannot be saved as a project template. You need to detach from central and discard worksets. May also have to save as a different project and reopen before saving as a project template.
