I work at a lighting design firm, I'm making a new family for some lighting products.
When I make a new ceiling-based lighting family of some sort, I need to make cables
(accurate to the design). When i'm uploading the design to a project the cables are a solid part of the product
and impossible to adjust inside the project.
My question is if there is a way to make some reference line adjustable so I could change the length (relative
to the ceiling or surface).
Further more, if there is a way to adjust the whole design in different sizes?

Yes, that is the point of parametric families.
This article will explain you the basics of parametric families.
Instead of flexing the cables up to meet the ceiling, flex the light source down (e.g. Offset Parameter). As the Offset distance is increased , the Cables (one end attached to the ceiling host and the other end attached to the light fixture) get pulled longer. Best to nest the Cables into the Light Family.
