Contour lines in between whole numbers

This is new. I've got my contour lines every foot but they are not at whole numbers. Very strange. Anyone know how to fix this?

I can replicate that.  What's the Contour Label's Elevation Base? 

My Label's Elevation Base is Survey Point  Origin which is 6" higher than the Project Base Point/Internal Origin.

The contour elevations shown relate to the Elevation Base set for the Label type. The whole number increment relates to the Origin. Those two aren't always the same.
