Constrain Annotation Symbol to Reference Plane

Is there a way I can create my symbol family to have the ability to be constrained to a reference plane?

I have a need for an annotation symbol occurring in two different types of views, placed adjacent to each other on a sheet -- elevation & section -- to be in alignment with each other.  I want to be able to move up / down the symbol in my section and it moves in tandem on the elevation and vice versa.

You could try nesting the Symbol Family in a Detail Item Family.

1. Place the Symbol in the Ref. Level view of the Detail Item Family with a logical relationship to the reference planes.

2. Load the Detail family into your project and place it in each of your two views. Lock the detail item's reference planes to the project reference plane you would like to be able to move up and down.

After doing this in both views the symbols should move together.
