Can I connect the information in the Project Base Point (Angle to true North) into a genneric annotation family using parameters? I wish that the North symbol "reads" the Angle set up in the Project.

I don't understand. Are you placing the compass in the view or on the sheet. If it's oriented correctly in the view, it should be rotating with the view when you change from Project North to True North. However you need to set that up properly by indicating the Angle to True North in the Project Base Point properties. Your screenshot doesn't show that it is.
It won't read the angle of True North as set up in the Project. However, you can control the rotation of the symbol by an angle parameter.
My client wish that value of Angle to true north, in the project base point, be read by family's parameters. She wishes that this information existis as part of generic annotation family and one time the project be set up this information be filled automatically in family's parameters.
I've read somewhere that you can do it with Dynamo. Never bothered to implement it myself.
Create a type rotation parameter in the family and enter it to match the project. You only need to do it once for each project.
Revit isn't that smart yet. We're still waiting for it to become so....
Well, there's no way to pull this information automatically from the PBB properties, but then again, the PBB Angle to True North isn't automatic either; this requires user input to setup. Still, once it is set up, the compass will rotate with the view. There would be no need to reorient the compass. As far as far labeling the Angle to True North, you could tie the Label's value to a Project Parameter that you fill in with the correct Angle to True North Value. The Compass Labels would read and report that value. There's only one per project. Wouldn't this meet her needs?
