I believe That changes when you change or use a template...the English will be English; French would be French ....etc
hopefully you are starting a new project so there ain't much work to do (just start new and browser to a different one)

The thing is I have already finished my project. is there anyway I can transfer the work onto a new template ?
New with revit so not sure what to do now, though I can just change it at the end ...

The only way to this is by using the right template...There isn't an easy way to it no (at least none that I know of)...you will have to do it manually and in steps.
There isn't an option which transfers all...ie:
not hard but tidious (would be nice IDEA if they would allow to open a project in a different template)
what you can do if you are a subscriber...put a ticket to Autodesk and see if they Could do anything to help you out. I think they can do it fairly easy at their end
@semko_dm if you haven't tried it before; that changes the language of the menus only! NOT THE TEMPLATE
