cant select or move a linked dwg

i linked in a cad file and I want to overlay it on my model and normally I have no problem grabbing the linked cad file and just manually positioning it over my model and lining up the grid lines, but for some reason I cant grab and move this one. what am I missing.

Look at the bottom of the screen. Is the Select Links button x-ed out? Should NOT be this way

Also, if the linked file is pinned, you can't move it.

The CAD dwg should be imported or linked to the Current View Only if you want to move it to the foreground or background by selecting it and then choosing the desired option on the Options bar.When importing a CAD file to use as the basis of a site plan, however, be sure the Current View Only check box is NOT selected. Otherwise you won’t be able to select the drawing for use in creating a topo surface.

Go to manage links – select cad formats tab – and click on add to uncheck the current view only.See pic below.

Position it to ‘place at’ and ‘orient to view’ based on your specific requirements

• As suggested by @rsahayUZMK9 check if you link is pinned and Select the cad dwg to be unpinned, and then click Modify | <Element> tabModify panel(Unpin).
• When you click the pushpin control (see in the drawing area below) to unpin an element, an X displays near the pin control to indicate that it is unlocked.
