Cant Rotate True North

Any reason why my Rotate True North button is inactive? I have the view set to true north, I have the view uncropped, and no view template applied.

Are you in a plan view? Not a ceiling plan?

View isn't associated with a scope box? Survey Point or Project Base Point Pinned? What version of Revit?

Circling back because the issue was I was in an Area Plan... Curious why area plans can't modify the project angle, it's not an RCP...

I don't know why they chose to disable it for RCP or Area Plans. Might just be an oversight? They are both model views so it's not obvious to me why the tool shouldn't be used in either kind of view.
