Im trying to print to pdf on windows but I cannot select where the file is being saved to nor a print preview.

Go go Windows printer settings and choose a different printer or PDF printer as the default.
Generally,try to use another pdf printer.
Adobe pdf for example.
But for the current situation, Just click print this time.
The file will be saved in the default location, then go and try to print again.you will find all settings are ok this time.

Happened to me once. It was a strange bug on that specific file, so I closed it, opened another file and went to the print dialog and the options were there. I just printed that "other" file to be sure, after making sure it worked I opened the original file and I got my print options back.
I hope it helps you in some way.
I restarted, reset my computer and pdf printer but I cannot specify where to save the file. It wont let me preview it either

Did you check your 'my documents' and recent files folder if you can find it by date?

I set the default to windows print to pdf, and revit is not letting me even specify where I can save the file to, I included a picture of the printing prompt I get when I try to print.

Did you even read the first reply? Do net set the Windows default printer to Microsoft Print to PDF.

Sounds like a windows issue - did you have an automatic windows updates? Try to roll back the updates and see if the error persists.
Or else this maybe an administrator privileges issue.
Confirm if you cannot browse to a default location even after restart/ signing in a s a different user
As others have suggested try with another PDF printer- you will find many PDF producers available. Here are some options:
