I'm trying to use the insert views tool. is there a way to point it towards BIM360?
Open the central file to create a new local, the Insert views from the local file.
I have both central models from BIM360 open. Is the central .RVT file supposed to appear in my windows explorer now?

No. You still need to insert from a local file, not BIM360 file, regardless of you open the BIM360 file or not.
no you can't from a cloud model.
