cant acces elevation from view tab. Trying to insert interior elevation keys from this call out detail plan.

Checked the visibility graphics annotation for elevation is on. Any Idea why I cant insert the elevation key to this call out detail plan?

You used the wrong callout. You picked Detail. You need to pick Floor Plan.
