Cannot make primary.

I've posted about this before, but this is consistent issue that cascades to cause several other problems. 

I have a primary option, which I've emptied out. 

I have an option that I try to make primary so that I can accept it. 

When I try to do I get the following: 

"No element in a secondary Option can be referenced by an element outside that Option."

What is being referenced here?

Delete the Option that is emptied out.  That should take care of it.

...oops. Nix that. Primary is empty. That won't work. Can't you drill down to find out more (e.g. click "Expand >>")?

I did expand,  and deleted the issues. I don't understand why they were they though, as the current primary had nothing in it.
