I have a local file but cannot edit due the ccentral model not being accessable--how to disable that ?

You need to open the file from Revit and click the Detach from Central button.

FYI...if the central is not accessible at all, you will not be able to update the central model.  This will create a totally separate model.

Helps to know your situation.

Do I have to do that each time---can I make it behave that way all the time ?

Once you save, it creates a new central file.  After that you create a local file from the new central.  If you just want to open the file itself and nobody else needs access you can turn off worksharing.

That's what I'm looking for. Where is work sharing turned off ?

When you detach it will give you the option to keep worksets or to remove them.  Select remove them if you don't want a central model.
