can't install Revit 2016 UPD7

I can't install Autodesk_Revit_2016_R2-x64_UPD7.msp

I get this error message

Do you currently have the Autodesk Desktop App installed?  If so, try installing the update from there.

I am currently running 2016 R2 and 2017.

Also When I install 2017 sp2 it says it installs but Revit says I am still running 2017 sp1

this is still a little quirky ... but I can install updates now
