Can a line be created that is will NOT plot?

We do use references lines which tend to be visible on all levels .... but do not print

But is it possible to have a line value that can be drawn in one area and not in multiple areas.

Is it possible for each user to have their own guidelines that they use that are not visible by other users/

Yes, have them make their own views that do not get put on sheets. They can then put all the lines and notes that they need on them.

Our team members are encouraged to create a Scratch view for specific things that they would like to do.

To not see line values in different views - you can go into the VG of the view and uncheck the linestyle that you don't want to see.

Also - for reference planes - you can go into Manage>>Object Styles>>Annotation Objects and create new subcategories for Reference Planes, named possibly for the team member using it. That team member can go ahead and hide the reference plane subcategory when they don't need it.

But if you are talking about something that is user ID specific - then no, line visibility cannot be set per user ID.

I'm rather surprised that nobody has mentinoed "Worksets" as a possile solution to this.

Simply go to: "Collaborate" -> "Manage Collaboration" -> "Worksets" and create a user-specific workset, in which they can mess around with whatever lines / reference planes they want to. 

You can then hide / show the Workset either per view through Visibility/Graphics Overrides or even better through View Teamplates.
