I created shared parameters and all is well. I get a blue ? question mark when I load the title block into my project. The problem is that I don't want a blue question mark. I want it to say something like "Input" or something to indicate that it needs to be filled out.

Hello @Sushobhan.C - Are you able to modify the Blue ? If not - then it does not understand what it is associated with.
You will need to bring the shared parameter into your project as a project parameter. The image below shows what you need to do.
Once you bring it in - then you should be able to populate the information.

Hi, I'm also having a problem with those "BLUE question marks" in the titleblock. I already added the shared parameters on the titleblock family and in the project file as project parameters but I'm having these "BLUE question marks" all over my titleblock except for those system parameters.
I can edit those "BLUE question marks" but I want the "SAMPLE VALUE" I gave them at the LABEL PARAMETERS to be visible and not those BLUE QUESTION MARKS.
PLEASE HELP. I want to provide sample value for those labels so my team would know what to INPUT in some areas of our titleblock and sheets.

I already tried changing the parameters in the "project parameters' list"

Group parameter under: Data
In the Categories list, I already tried checking:
Sheets only
Project information only
Both sheets and project info.
But nothing solved the problem of blue question mark even though it's editable. I'm using both Revit 2017 and 2016 but nothing works.
Hello @Anonymous - at this time unfortunately - there is not a way for the sample value to be shown. it is just for reference as you place the parameter.

Question marks is totally appropriate to identify labels not being entered any value. Sample values are only to show in the family to give you the location and size of the labels so you can adjust them as needed. Showing sample values when you load the family in you project is dangerous because all sheets can show incorrect information unless someone goes though every field and enter a value.
Most labels should have a static piece of text to tell what they are, for example DRAWN BY: <label>, CHECKED BY: <label>, etc... If some labels stand alone and you don't know what they are for, then look in the Properties for the name of the parameters and enter the values there.

Then I am afraid that you need to train your team to be getting used with question marks and not sample values because if Autodesk would make it happen then 99% of the users would be going nut.
Also, what I'm trying to do is a table of contents titleblock family providing some sample text in the list so my team would already know what format and values are to be filled already.

Yeah, I'm pretty sure I'll be training my Team for such things though or they should get used to it. Either way, we'll still be going to used it even with the blue question marks.
Regarding the table of contents, I already used sheet list before. Maybe I just have to polish the list or in anyway, make it easier to use without teaching my team every steps in using it. Thanks anyway.

Thanks for the help but I already did that though. Now, I came up with a workaround regarding those blue question marks that are annoying even though they can be edited.
So I already have a Titleblock with labels connected to a shared parameters and I also included those shared parameters on the Project Parameters in my project which you would usually do in order for your labels to work. Now to solve the problem, every time we load the Titleblock family to a new project I used Transfer project Standards to transfer the Project Infos (which contains the data in our titleblock) to the new project so every time I would load the Titleblock family the fields are already occupied by details of another project which should be change for that certain project.
I hope you its useful though. This works for us but the drawback is that you must check each field to change the details from another project.
