Beam system not manageable

I have always had a hard time making my beams (joists in this case) work properly.

Why cant they just go where I have directed them to?

They always stop short of where I want them to be like they are hidden by the girder or something. They are directly on top of the girder as the section shows.

Does anyone have any thoughts?

Select ths beams snd change cut back distance to 0.

Whereas the cutbacks were at 0, I was able to manipulate the joist with this dialog.
