Baseline for Model quality

Does anyone know a good way to baseline the quality of another consultant's model? We often get asked to price complete a project with the comment "we have a model from CD Stage so you shouldn't have to do much work". Typically the model doesn't suit out workflows or templates. 

Is there an easy way to interrogate a model and say "yes this is good or not"?

Baseline for Model Quality? Sounds subjective. How about an objective evaluation. Does it meet the deliverables specified in the contract?

Manage to built your onw tests and can make a fast or deep check to models.

Depending on how desperate you are for work, I think I would be inclined to quote the same price no matter if they have a model or not.  I would just simply assume I am remodeling it. No matter how "good" or "bad" the existing model is, I assume there is going to be rework and remodeling necessary. Take the guessing out of it and quote the same price assuming the model is ALWAYS in it worst state.
