Annotation Symbol Visibility - Height

How do I get my annotation symbol, in this case a light switch, to appear in my RCP drawings regardless of where I set the RCP cut plane.  As it stands, I must add a plan region around every switch locations with a lower cut plane to make the annotation visible.  I want to keep my RCP cut plane above my door heads which is a few feet higherthat the switches.Closet Light and Switch.jpg

You can nest your symbol in your family and align it to a plane with a controllable height. Assign a parameter to that so you can control the symbol height in your project

I cannot get the annotation symbol to stick to the parametric plane. The symbol sticks to the height associated with the actual family (above the reference plane).  If I move the light switch above my RCP cut plane, the symbol appears.   Similarly, if I place a switch above the floor plan cut line, the symbol disappears.  Is there a way to get the symbol to appear in any view, between its upper and lower limits?  If I don't want to see it for some reason, then I can turn it off as an electrical annotation, correct?
