Annotation - Nested filled region obstructing text

Please see attached family. I have some nested annotation families with filled regions. I am trying to place some text in the foreground parent family, but when I load it into a titleblock the text is hidden behind the filled region. How can I fix this?

Make the nested generic annotation non-shared.

Thanks! Any way to accomplish this and leave the shared nested annotation intact? I want to use it to quantify unit types and configurations.

Yes. Create another shared Generic annotation family and add a piece of text or label in it, then load it to your key plan file.

Getting closer! I would like the information to reside within the 2BR key plan element so I can schedule it. Is there a way to make a tag work within a family instead of the project environment? When I try to load a tag into my family, it throws a Warning stating "Can't create this kind of element in this view in the current mode."

Not a tag. It should be just a generic annotation family with a text or a label. Load it in your key plan family, not in project.

Here is a title block family with your revised key plan nested in it.
