Align & lock between components - lock missing

Hi all!
I got an issue while trying to align and lock a component to window - lock option is missing.

Arch component needs to be aligned both vertically and horizontally to window centerline and top (1).

I created reference line in both families ( window, and arch), so elements can be aligned. However, after using Align tool, there is no lock symbol - thus arch remains unlocked.

What can be missing? Is there another way to lock it?

Arch and window cannot be in one family - the arch is in existing building (blue), and window is being replaced (old in red, new in black) - thus separation is required (2).

Put reference planes in both families as weak or strong references. Reference lines do not work in the same way in regards to using align and lock in a project.

Thank you so much! That closely does what I need to.
However, when I make set the reference plane as strong reference, I can only lock it in 2d view. Is there an option to make it pickable also in 3d views, as with reference lines?

...also, split your arch into two arches meeting together at the Centerline Ref Plane of the window. This way you can align and lock them at their apex  to both horizontal and vertical (e.g. "Centerline") Ref. Planes.
