I want to add rows showing the percentage of one grand total by another grand total for each level,  how should I do it with formula or adding some parameters?

I don't think that is possible with schedules. You can create a column for percentage, based on a grand total or on another parameter, but it always refers to a total, not to making operations between subtotals.

To make it simple, I would present a schedule of "L1", and another schedule of "L2", to show the subtotals only. Then do the math outside of the schedule.

Revit provides another way to do this, with Masses. Depending on the scale of your project; if it is large, maybe you can use this other method. Here's an article about it: https://help.autodesk.com/view/RVT/2023/ENU/?guid=GUID-E6629462-3D83-4296-9309-8C704F576DEA
