activate commands

Hi, I'm a newbie, in the ribbon in volumetrics and construction site I don't have the planimetric modification commands such as the creation of subregions or the modification of surfaces, how can I activate them? Thank you.

You have to create a topographical surface for these tools to become active.

I created the surface but there aren't any commands at all. I'll leave you two images to help you understand the problem.
