Abbreviation Legend - adding keynotes without tagging elements

We are reviewing our office standards and one item that came up is the abbreviation/keynote legend.

 

What we would ultimately like to do is add things to the keynote legend that will not necessarily be tagged.  For example, we want to add 'FFL' for finished floor level, or 'COS' for confirm on site.  These things will never be keynoted, but it's important to have them as part of an abbreviation legend on the cover sheet.  I thought adding them to the keynote text file, and unticking 'filter by sheet' would work, but it did not.

 

Is there any way around this?

Just create a key schedule for the abbreviation legend. You can even order them the way you want by adding a number sort field.
