Revit is unresponsive when trying to change a file location under Options

hello,

i am setting up a new computer with Revit 2018. this involves changing the file locations under options. i browse to the new file location and hit open and the dialog box just blinks. i can not cancel out of it or X out, i have to use task manager to kill it. any ideas? i have uninstalled , reinstalled, and updated to 2018.1

i have also changed default system printer to Adobe PDF and unplugged 1 monitor (because that is what google told me to try)

this is a part of design suite premium 2018, all other programs run fine
