Revit file Working sharing issue among three desktops

Dear support team,

I have three desktops connected to each other using router by LAN cable for data sharing.I have created a central file in one of the system and shared the same to other two systems but problem i have encountered here is create new local option in revit opening tab in turned to grey while we select the file when trying open the file.

Please note that we don't have server in those systems.
