File new replacement

I'm wanting to replace the Revit file>new dialog with a custom wizard. 

I thought a way to do this would be to add an event handler to the DocumentCreating or DocumentCreated event so that when a new file was created the process could be intercepted but these events don't seem to get fired.

Any advice?
