Content library missing

I am attempting to help a customer who has reported the absence of the content library for Revit. I have repaired Revit, uninstalled and reinstalled the program. I have rebuilt the package and installed again. I have built a package just for the content library and ran it on the target computer. All to no avail. Any other suggestions would be appreciated.

A) it is not api problem

B) try to add autodesk site to trusted sites even if you instal off line or from cd:
