Change the level of an element when parameter is read only

How can I change the level of an element when the level parameter and level property are read only?

dear Jeff, Is it feasible to change the level in UI? if yes, would you please attach an example .rvt file and tell us which kind of element you wan to change?

what about moving those elements physically, in Z direction ?
