Activate Ribbon to startup use vb.NET

HI everyone

I am developing add-in using. NET 2012. insert a ribbon that contains buttons that open documents. I want my application to startup display revit ribbon enabled.

I'm using this code.

 

but does not enable the ribbon. can someone help me with an example for Visual Basic. NET. The problem may be in the Availability class or function IsCommandAvailable

to continue the last post, this Error displays on startup my aplication.

the pushbutton of my ribbon is disabled

this code contain the excelent example of Zero_Document_state suggested TeunHam.

somebody could help me?
