Fix the text input box for Idea posts

When creating an idea post, the text runs behind the Cancel & Post tool bar at the bottom. 

We've seen this issue in the standard text reply box when creating forum posts and replies, and it has been fixed a few times there (It has been fixed and regressed a couple of times). Allowing the text to run under the tool bar creates confusion and looks sloppy and unprofessional.

See screen shot below. You can reproduce this by creating an idea post and adding multiple lines of text.

I don't know if I've ever seen this happen, but definitely seems like a website bug that should be corrected.
